And the small number of foreigners that do play sc2 full-time and are fortunate to make a living off of it...I would say that not many of them are in gaming houses run by coaches in which they play against other high level players in a private setting.

Yes, Koreans tend to do better because of more practice. So what's your point? You could say "If I practiced chess/Counterstrike/archery/whatever as much as the top competitors, I would be a top competitor!" What does that even prove? It just means other put in the time and you don't. Saying they practice more doesn't take away from them being better.
the genetics argument has already been solved by this MLG tourney, koreans that come from GSL and train in korea are superior than koreans who don't (aka select, moonan, kawaiirice). so it is not about genetics, it is about environment. if koreans were genetically better, then select moonana and kawaii should be tearing it up but they're not, so its not genetics, its environment

1.6 had some insane players. I remember when fatal1ty joined a pro counter strike team and was removed because, well he just could not stop shooting his own team mates.

i mentioned slush because i was mainly talking about the north american players. he was the only one that didn't lose to a top korean (he beat moon who isn't really top but didn't have a chance to play the others).
