However his attitude seems townie IMO (certainly not like in LV where he was basically saying "oh can someone please tell me what to do?" and shit).

I get the towniest read on Zealos than those 2 so sure (not that great a town read though, just gut, I've already said this couple of times).

The fact that both S&B and Greymist just keep attacking Zealos and don't even face each other at all (even when one of them thinks the other is scum) makes me think highly that at least one of them is scum (I can't see 2 townies doing that).
