Imo C9 can not be a top team as long as they keep someone on the team just for shotcalling who is subpar otherwise. not sure what you want more for "top team". They did reach worlds and did ok for the group they were in. Yes, I know C9 had a chance to advance out of group stage in its current roster; but C9 massively overperformed in first week and lost their chance against a very bad IG and a questionable AHQ twice on the second week. Overall, the current C9 roster is a huge downgrade from 2013-2014.
Overperforming? I think using that word to describe what they did in the first stage is bullshit. You know why? They found a strategy that worked on a new patch and teams didn't have an answer for it and just let them keep going with it.
In reality just don't read anything into it.

Even in first week they didn't really execute that well. But they got incredibly lucky with some desperation calls and miraculously won (esp against FNC).
The way they got utterly destroyed the second week is a testament of how much they overperformed the first week.
Also don't just take my words for it, watch what Monte said on Summoning Insight too about C9 during the group stages.

I don't like this move at all from C9 
First, keeping Balls =_=
Second, I don't necessarily feel that ALL of C9's improvement can be credited to Hai - or at least, I don't think there's a reason to assume that to the point where they are convinced he needs to stay on the roster no matter what. There are other variables at play - what if Incarnation's lack of experience in the first half was a big factor (let's not forget he didn't even have relevant challenger series experience)? What if Meteos was a particularly bad shotcaller? There are other variables at play.
Third, why aren't they at least entertaining the idea of bringing in a more mechanically proficient shotcaller? BunnyFufu was no master shotcaller, but he did a good enough job - why not try a new jungle + Bunny?

It's not like 2013-2014 C9 was particularly great team. If anything, I believe that this roster is stronger, it's just opposition finally grew some teeth and it's not only Bjergsen and 4 wards now against C9.
Sweeping Hai for Nicolaj was supposed to be the move into right direction but then everything died, so I guess, this team just can't be top, even if Sneaky/Incarnati0n perform on their peak.
But mfw keeping Balls. Mfw Hai is still in roster. Mfw Sneaky and Incarnati0n are stuck. How bad should be everything toplane-related to justify keeping Balls in 2016.
And on topic of Bunny, idk why isn't he in TSM yet, lmao. Or why did TL choose Smoothie over him either. Freeing Bjergsen or blocking IWD from shotcalling probably just doesn't work for those teams.

Don't agree with Hai possibly becoming a support, just cause he successfully role-switched once doesn't mean he can do it again.
also don't agree with keeping balls, not when you have another import slot open. If they had to take NA talent I might say ok, just because there's a severe lack of local NA talent
maybe they're waiting to see if their new jg/support is an import, then if it isn't getting rid of balls? It's what I'd do at least

I think the 2013-2014 C9 was a lot stronger than its current form - Ball was actually good, meteos was solid, and their glaring weakness was Hai.

TiP is weird because in addition to the team changes we don't know who is staying and who is leaving though.
change is weird for CLG, Pob did alright for them. Dunno if I like this.

For now, I basically consider TiP and T8/Immortals to be void/blank areas in terms of offseason changes, since like you said Dystopia, we don't know anything about them at the moment. I think Pobelter and Rush (if he doesn't leave NA) could work together pretty well.
Huhi must have absolutely wrecked scrims for them to make this decision.

Not to be that guy, but Pobelter is probably a better fit for TL than Fenix... Fenix, in turn, being a better fit for TiP, imo.
I'd almost like to see a true, CSGO-esque, NA roster shuffle.

And Hai was actually good until his lung collapsed and even better than Bjergsen.
On topic of Pobelter, before Chexx wipes floor with me, I wanna say thanks to Eugene. Even if I love Link, kid was helpful in ending the 1458 days drought. But holy shit, going to Huhi, lmao. Never was a fan, but hopefully it works out.
And Pobelter could make any team better besides TSM/C9 by default, that's about it. Not worried for him in not finding good squad at all. Probably some kind of reunion with Altec? Like in this mix with Impact or w/e.

Balls started to rapidly decline since beginning of 2014, when basic laneswaps entered the field. He was awful for most part of Spring split, getting salvaged by Meteos camping him in some games where laneswaps didn't happen, then became deadweightonlyRumble in Summer and 2015 was holyshitBallswhyareyousuchaboostedanimal.
Like, we're speaking about guy who made Gnar and Maokai in their primes look balanced.
There is that weird misconception that C9 was carried by Balls and Meteos in initial season, holy shit, C9 legit played in worst possible league, even GPL was better than that season of NA. We joke that NA is becoming worse and worse every season, but no premier league was worse than 2013 NA LCS.

I almost wouldn't be surprised if POB got like a sick nasty offer from Immortals or another team so they could switch up their import spots. I think Huhi is really good, but I really don't get the move otherwise by CLG after choosing Pobelter over Huhi for this entire split.
