Really? I actually find his CC's having really long cooldown.
His Q has 13 seconds cooldown and his W has 10. His E is almost useless in late game. His R is quite good though.
No matter how I look at it, I don't see his "late game potential".

People consider him to be reasonably strong late game because a properly played Alistar effectively has a Malphite ult on a ~10 second cooldown, giving him strong initiation and catch potential. On top of that, in the lategame when your carries can shred anyone in the span of ~5 seconds, Alistar's cc, which can't be mitigated, provides just that.

if the game is 50 min long, you are playing ali (in s4) and you don't have 30%+ cdr you are playing the champion wrong.

Sure, but look at, for example, Leona. Her Q has a 7 seconds cooldown, which is almost half as Alistar's Q.
Now, I am fully aware that Leona's Q is a stun, not a knock-up, not AOE, and only lasts 1.25 seconds unmodified. But still.

dunno what to tell you it comes as no suprise to me having played in a 50 min alistar game before, you feel like an unkillable god in teamfights

Yasuo has some pretty decent lane counters though, or at least champs that do well vs him.

Anivia snowballs lanes so so hard. If you can't dodge her Q you will just feed her so much.

I am thinking of making that table I created into a giant collection of charts. Each chart is the win rate of a champion vs. Game length. I think this will allow everyone to more easily see how win rate is affected by game length.
Not 100% sure how to do this painlessly at the moment. R can make this work for sure, but I am actually hoping for a solution with Excel.

No matter how I look at it, I don't see his "late game potential". he becomes an unkillable tank with 2 hard cc's, can be a pseudo-malphite ult every 7 seconds or so with max cdr. his heal is also especially useful in lategame sieges. heal ur minions that are pushing and also heal ur allies poking at the tower. there's not much other supports i would rather have than alistar in the lategame.
