@Ketara it could be that heal is "simply" better in lane, but that exhaust is still much stronger lategame. Then it's not a binary choice anymore.

So Heimer seems to be becoming a contested pick, even for top lane. I had a guy today insisting he go Heimer top. He got smashed by the enemy jungler, but the game after I had a Heimer end the game something like 12/3. Effect of visual update or legit strength?

@above: Heimer is legit strong, but it also has to do with people not expecting his damage. Since he's never been played in a thousand years, people have forgotten how immobile he is. As soon as people start catching on to that, he'll be a lot less dominant.

18 games played total, 44/117 picked. By my count, there are about a dozen more champions who are viable, but unpicked due to the relatively low number of games. I think that a further dozen or so are a few small buffs short of being playable in competitive setting. I don't think it's likely to ever see much above 60 picks even over a longer period of time without more bans being available though.

Never mind laning (you might be able to lane on many chars without flash if you simply play like a pussy) but as a frontliner in a teamfight you need flash (or ghost). Either you need it to flash after that pesky adc who used his own flash to run away from you, or you need it to back the fuck out once your hp drops significantly.
go and spectate a random bronze game and you will see 5 people fighting to the bitter end, if you watch the pros instead the tanks fight until they are at 30% or so, then they try to run away. If their team wins it means there is one more person to help with objectives after the fight.
Simply put, yes you "might" be able to play decently without flash, but you would play better if you had flash and used it properly.

That would be nice, but I doubt it. Especially since they're buffing Exhaust much more than Heal, and currently nobody takes Heal over Exhaust anyway.
I think it's more likely that maybe Janna and Soraka will take Heal and nobody else will.

Yea I had a Hiemer top in two of my games yesterday, won them both. One of the games was Hiemer vs Rengar, which is hilarious as Rengar is never allowed to have bush control.

Suddenly they'll need two ignites, (and very strong communication,) to properly counter their ults.

OK guys, I think for my previous computations my mistake was far more grave than I imagined (sorry, shits happen and people make mistakes). I fixed the bug and ran a few champions over night. Here's the result for Leona, in particular.
How to read:
1. Bonus/Penalty: blue means Leona is strong against this champion, red means weak. 2. Green cells means this result has fairly strong (statistical) evidence. Yellow means very weak and should be taken with a grain of salt.

Yeah, I am far more confident about these results. It has all the things which I think it should (strong against Ashe, Jinx, Blitz, weak against Janna/Thresh). The other ones are interesting though.
The data suggests Leona is weak against Wukong, in particular. I think it kind of makes sense considering how weak here peel is against Wukong's R.

Vladimir also takes ghost over flash. But who plays vlad?
Also, new rune changes are pretty funny, you can get 30% CDR at level 18 just from runes. There must be some champions who don't like itemizing CDR who'd like to have at least some of it more than AP or mres... maybe Vlad? IDK.
