The amusing part about Talon was that his mana regen alone allowed him to go top against the tanky sustainers, and actually kinda bully them (or at least push relentlessly so it was hard for them to contest his farming and compensate for his harass with trades).

Rengar wasn't popular on release, and I don't remember Shyvana being played much before M5 unleashed her. Darius's only meaningful change since release is the ultimate not fully refreshing, and that was a year after release.
My vote is for Zyra.

Graves was really fucking dumb on release. They have nerfed every single ability in his kit (including his passive AND range) at least once. On release day, I don't think a single ADC could lane against him except Cait, but he even burst her out of lane most of the time.

Most of that time was just decided by who had the better TF mid.
Some other notables are jax (dodge everything, 1v5 everything), and super udyr (2 levels ahead of everyone from jungling he jungled so fast, and he was basically unkillable. could just run into teams 1v5 and not give a fuck.

locket udyr semi made IWdominate's career as well, along with his shaco. he was a really good shaco back in the day, but abusing locket udyr is what got him to do where he is now
and its weird to think about these gaps. Super udyr and locket udyr are pretty far apart in terms of timelines, super udyr was definitely a lot more dumb though

she would be in the xin zhao, leblanc, etc camp. All very OP but not quite on the same level. Pretty much anything released after xin falls into this, they never got quite to that same power level once ranked started

People remember these things as being individually OP because of how they were nerfed in succession, but putting them all together, the game was pretty balanced and had a very high power level. There's a reason why I still consider that period the best in the game's history. There was a lot of shit that was insanely strong, but nothing that I would consider "OP". Only the nerfs to other things around them made individual champions in this period seem out of line.

Vi and graves were super op at release. Elise actually got buffed shortly after her release because the general consensus was she was bad. Of course at that time it was only toplane Elise. Jayce was weird, he didn't get played alot on release, quite some time had to pass before people figured out how broken he was

played since galio release and jayce had terrible animations on release and only gained popularity after he got really good animations. vayne, graves and maybe nocturne to a slightly lesser extent were the biggest OP releases. vayne who's ratios and base stats were batshit crazy. graves pretty much got everything nerfed from his attack speed, passive, ratios, attack range changed so that's something... lol. also ori was pretty stupid with her much longer ranges although i'm not so sure how strong she'd be in today's game since she also went through some casting/animation fixes to make her a lot smoother.
