Lux, Ahri, Orianna, Ezreal, Garen, etc. appear on the pool party pictures and they don't have skins either. It's not that she has one of these skins planned, rather that Riot saw an opportunity to hide references to her in there.
I heard that they're planning on doing more Pool Party skins because they're one of the only skin themes that seems to be popular in every region.

#1. Damn, if the Q toggliong is exciting enough (like its a skill to keep QAS up while in QLongRange) then she will be pretty cool and interesting. If Q has a CD though, then she is less intriguing to me.
