You used to use turtle for the shield and immediately leave back to pheonix for a fast clear, or you would use pheonix for the aoe and immediately go to turtle for a safe clear (maybe you're behind or almost dead etc.) You choose which you want, fast clear at the cost of hp/mana, or a slow clear. Not many champions have that choice, but most people wouldn't chose to clear slowly anyways, so I doubt it matters much.

That is what I mean.
For jungle, at least, I never use turtle except for holding lane, which actually might be a big thing for mana post blue, but idk.

if I have blue I use turtle when I'm incoming @ the camp as well

I'd imagine that with the changes you'd go turtle->(get to camp)->phoenix->4 autos->repeat so long as you had blue buff. Clear speed is probably going to be roughly equivalent since you lose a whole bunch of AD/AP on the phoenix activation.
