It's worse than Shurelya's for chasing. It has to HIT the target to have any effect during chases, and as I illustrated a few pages ago, the likelihood of it hitting is drastically reduced as enemies have higher and higher movespeed (hitting the 415 soft cap is fairly typical with lategame items). Even if it doesn't, it still gives you a direction that the person is running though. Sure it won't help you catch a capped (soft) person running away by slowing them, but knowledge is power in many, if not all, situations. Not to mention seeing one shadow peel off and go another direction is a good indicator of "someone else is coming, back off". And has the multifaceted use of just shooting out when you don't know where they are and going forward to ward is too risky. I simply think vision and location knowledge are more powerful tools than just a speed boost, and it lines up nicely with me buying Kage's earlier on. I generally consider it not "chasing" if you're fishing in the dark for someone you're not close enough to see. I still don't see the item as a support item because the stats provided are still too shitty for a support to have. Kage's is still not really a good support item, despite peoples' inherent fascination with gp10. The item's ganking usefulness makes it seem most suited to be an AP mid item, as I've said before--the most awkward part being the Kage's making you conflicted on whether you want to finish the item or sit on Kage. I suppose wording then. I like to use it when someone dashes through a bush or goes into tri and we don't know what way they're going or if they're setting up an ambush: bam more knowledge than you can shake a stick at. But I suppose you're right. Crucible, Aegis, and Locket are probably the actual "support items". Though I doubt anyone else at my level would buy Twin Shadows unless a pro suddenly did it in a game.
Honestly, if it were a Blasting Wand item and not a Kage's item (and had the AP value adjusted accordingly), I would absolutely love it for APs. As it stands, I'd place it as "love the active, but the buildup is a bit awkward".

I'm playing in the 1300-1500 range, haven't been doing ranked games for too long. Blitz and Amumu are banned every game. How does Taric counter Blitz? By virtue of his tankiness and sustain?

He wastes a pull + knockup on you, what the hell can their ADC do there than be ezreal at that point when you stun him because you got a free ride to his face?

I should note that I main mid and jungle, but I'm picking up support since good supports win games, and so far most of my friends just make whoever is the lowest rated play support.

Taric counters Blitzcrank the same way leona counters Blitzcrank. Everytime he pulls you, it leaves you a strong opening of using your shit on the opponent AD Carry, however Blitzcrank can do the very same thing versus Taric/Leona.
I forgot to add, that Janna is probably the best counter to Blitzcrank, if you know can shield your AD during the grab. Her disengagement tool is the best in the game.

blitz is very manageable if you know how to do it. If you pick ali or taric, you just get yourself hooked and then go on their adc when u have a creep advantage. Otherwise, you just abuse the hell out of blitz's hook cd's. The second requires a bit of internal time-keeping, which is why most ppl who are not high-elo supports aren't able to deal with him, because they let him get away with missing hooks.

Used to play for TSM.Evo, currently not on a team, rumors he is going to join Dig. A lot of people like his stream because he talks a lot and is informative, a lot of people (at least here anyway) hate it because he whines and claims he gets camped a lot and says "worth it" too often when his death probably wasn't worth it. I think that about sums it up.

Interesting. When I play support, I generally prefer an aggressive caster- Lux or Zyra. The playstyle makes more sense for an AP mid main. Also, because I can use the same champs for mid if I feels like it.

Also, because 1300-1500 elo ad's are magnetically attracted to blitz's fist.
To follow up on this - Blitz is actually quite weak in fights since his only damage are pull and knockup, and his ult isn't that good compared to other ults. So if he pulls a tanky support like Taric/Leona/Ali you essentially made him an auto attacker.
Hook cd is ~18 seconds at level 1, which is a HUGE window to take advantage and completely zone.

you have no idea how many times i've seen blitz miss a hook, then me as support goes in to harass and deal damage, and then my ADC just stands there while i'm getting hit by their ADC instead of moving up and zoning them both out of there.
it only works if i play aggressive support like leona, which i hardly ever play.

Honestly, I feel like Blitz is banned in solo queue for late game than lane at this point. Even if you're confident your bot lane can dodge hooks, a single hook later in the game can be multiple towers or baron.

Blitz is incredibly strong at lower level because no one punishes for bad/missed hooks so any hook (even if you suck) is positive expected value.
