Against a target with 42 MR, assuming that you know you're going to hit a bind, lay down your pool before the bind hits, and then start your ultimate when they have taken two stacks of the MR debuff from pool (takes a second for you to walk into range to ulti, enough time for pool to tick twice), W max does more damage than going 3 points in W then maxing Q (W indirectly increases Q damage since W ticks once before Q hits). Since you're guaranteed three ticks of pool if you pool before the Q lands and probably 4 if you pooled with them in the middle with the slow from your ultimate, the extra MR shred coupled with the second tick of Morg ulti makes W maxing more effective than Q max. Even if W only ticks the 3 times, it'll be pretty even with Q max. 4 times and it's straight up better in all scenarios.

I'll try and dig up the numbers if anyone wants them after I get out off school but if you're willing to do the math yourself, you'll wind up with the same result.

tl;dr, max W. The quartersecond extra bind time doesn't matter and neither does the damage increase. You vet more damage out of maxing w first.
