Hecarim is a strong jungler, some of the best lane ganks in the game. He's really good at snowballing your team because his W gets more ridiculous the bigger the gap is between your teams (it's already strong enough when you're even).
Sejuani is a few ill-conceived buffs away from becoming the next big jungler, but until then she's a less versatile version of Amumu.

they aren't though, they're both relatively
not bad in the sense that you can't play them in solo queue and win
but bad in the sense that they take much more effort/skill/finesse to win with than other champs. if you apply the same effort/skill/finesse that it takes to win with hecarim/sejuani to a stronger champ like skarner/shyvana, you'll win handily. if shyvana/skarner/udyr/mundo/other strong aoe+gank junglers see some nerfs, then hecarim and sejuani will probably align on the power level and be more viable picks
also i think sejuani has the most overrated ult in the game l0l
i used to think it was like god's gift to junglers but the particle is so slow and the effects on the auxiliary targets aren't strong enough to set anything up - in essence it's just a watered down ashe ult with a fraction of the range and much harder to hit

i have a far far superior winrate with skarner/shyvana in 5s than i do solo queue, against much better opponents too. my anecdotal evidence says the opposite of yours

Sure, they aren't first pick material, then again almost all junglers that are usually end up being banned (malphite, alistar). I guess Nunu isn't a permaban, but only 1 team can have Nunu, and when he is first picked he usually goes support anyways.
Shyvana gains a lot out of coordinated counterjungling attempts at early levels, you need good teamwork with middle lane to pull anything off, I don't actually see how Shyvana can be considered good OUTSIDE of 5s. Her ganks are honestly pretty awful compared to most popular junglers and she doesn't scale well enough into lategame to justify picking her UNLESS you exploit her early game.
As for Skarner, you could make an argument he is stonger in soloQ than 5s, he still remains a 2nd tier pick (after the first picks mentioned above). Outside of the first picks, his lvl3 is weaker only to Lee Sin, he can be an aggresive counterjungler against certain champs (Amumu, Maokai) if coordinated well with middle lane. His ganks are pretty scary too. In 5s I'd say he does want top lane to get teleport, but then again what midgame aggresive jungler doesn't?

For Skarner I've faced some teams who really abuse his lack of ganking power and aggression pre 6, and then post 6, since he relies on his ult too much, there are a lot of abilities that can counter it effectively. As for counterjungling with skarner, very very difficult in 5s, in solo queue it's possible.
I think Shyvanna is good in solo queue because you can do a lot early and abuse your strong 1v1 and fast jungle. But she's inevitably weaker in team fights due to lack of cc and that becomes more apparent in 5s when people group sooner and better.
There are some junglers like as I mentioned, Hecarim and Sejuani who have good skillsets that let them have influence all game and unique strengths that you can really build a team creatively around.
