Near as I can tell, what happened here is they needed to issue a new guidance about this stuff for some reason. The old guidance called them “hate symbols” and banned them; in the current political environment they thought that term might get them yelled at by the administration so they went with “potentially divisive symbols.” That got them yelled at by WaPo/the public so for damage control they put out a new guidance saying “divisive or hate symbols.”
Assuming I’m right, the whole thing is pretty stupid. Only part worth paying attention to is the fact that any words even vaguely associated with antiracism or “wokeness” have been classified as wrongthink by the administration, forcing random HR documents writers to try to rebrand their “don’t bring swastikas to work” rule under more neutral terminology as CYA.

Yep. The news wasn't fake, they just walked it back really fast. They do that a lot, actually. Announce something outrageously evil or stupid to rile up the worst part of their base, then walk it back, knowing that their supporters only selectively get news that appeals most to them. They got away with it when Trump said the Neonazis at the Unite the Right march were "very fine people", simultaneously telling the alt-right that he stood by it and more mainstream Republicans that it was out of context. When your base doesn't care if you lie all the time, there's no reason it wouldn't work.

He’s in a position he generally holds the stronger hand, and he leverages that. When he does not, or it’s complex he generally doesn’t score great victories via negotiation chops.
It’s like me claiming I’m a good negotiator because I can get kiddo to go to bed when he wants to stay up late, because I can just whip out my phone and disable his ability to play on his Xbox, do anything on his phone etc in perpetuity if he doesn’t play ball.

Trump got Canada to finally start enforcing the 49th parallel with at least a modicum of force. The FTA Trump eventually signs with Canada will be more favourable to this USA than any agreement since the first FTA in 1988.
There is 3 data points right off the top of my head.
EDIT: It took a while but eventually he got Canada to drop it's retaliatory tariffs. That's 4.
Relative to many previous presidents Trump has managed a plethora of massive concessions from the USA's #1 trading partner the last 100 years.
