The jobs report was "meh", however, one clear positive should be noted. Private sector job growth is very good. Biden relied on a lot of government hiring to make the job market appear better than it was.

This isn't specifically a Navy thing. Across the government, the administration has been converting government employees into at will employees, generally for positions that have something to do with the word 'policy'. It's a terrible move, obviously.
If you must lay people off, fine. However, changing the terms of employment is nasty. You've probably read my prior post about government work. There is an unofficial deal government workers in both Canada and the USA accept. You get a lower ceiling of opportunity and lower pay relative to your skill set and job duties. You trade that for job stability and amazing job security. It is really hard to get fired. By converting a job to "at will" stability and security are gone and the pay remains the same.
1 person made a lateral move out of his "at will" position. person #2 got promoted out of her "at will" position into a different position that is not "at will". So now, my favourite GS15 has 2 jobs to fill where the job security level and pay no longer matches the skill set.
I know people with 35 years in the Navy stating the week to week chaos is like nothing they've ever seen. And, these are Republicans more than willing to put up with a lot of BS from a Republican President. Obviously, you can't comment on here.
