He's sincere in his belief that only he can detect racism and everyone else's racism detector is broken. He did the same thing during the pandemic. I actually prefer to live in a country that laughs people who dress up as cops and wear Michael Meyers masks out of society all the way to the electric chair. Rather than one that fears them, which is what they want, if they want anything coherent at all. This way, the next time anyone ever sees a single cop-looking person outside their window in a Michael Meyers mask at 2am through their peephole or ring camera, that person will be second amended into the next life. The mention of Walz is political - whether a big deal, or not, he did appoint the guy, and he has slightly related gaffes like being "friends with school shooters" and letting people riot in 2020. It's not a unifying joke any more than Nightmare on Maga Street would be, referencing if the guy voted for Trump. But in neither case is it a joke in any way supporting going to representatives' houses and shooting them.
