I see nothing wrong with the way this guy has acted. His only goal in this whole thing has been to get his friend's sidekick back. Throughout the whole thing he has actively discouraged harrassment of the criminals, and always offered the chance for the criminals to come clean and just return the sidekick with no repercussions. Now that it has come this far and the girl has been arrested for stealing, he and his friend have decided not to press charges when they have all the right in the world to.

If you're saying he's a prick for making this so public, and that the harrassment of the criminals was his intention as well (since obviously discouraging it had no effect), keep in mind that had he not made this so public, he would never have seen the sidekick again. The police were very uncooperative with him until the publicity of his site pressured them into acting.
