They don’t get any sort of protection like that and I doubt White House and Congressional staff could unionize. The nature politics precludes that and I don’t think it would be legal. This is one of the risks of working in Washington and there isn’t much anyone can do about it. I am not 100% sure about the exact cause, but it is a thing that has existed forever in Washington. And quitting doesn’t change anything, since they will still be called for depositions and need a lawyer.

Good point. Canada and Mexico essentially have no reason to "please" trump at this point. They don't necessarily have incentive to build a relationship and you could argue Trump desperately needs something politically positive to come from all this. Trump needs this negotiation a lot more than Canada and Mexico.
