Apparently teens are now getting drunk by dipping tampons in vodka and then sticking it in their female parts. Even guys are doing it rectally. They are also "butt-chugging?" (doing a beer bong up your butt). What the hell?
We've all done some crazy stuff in high school but this just seems ridiculous (and incredibly stupid) ...Does anyone actually do this or know of anyone who has?

The media does play a role. For example, how many teen movies have crazy parties and alcohol in them? A lot, and kids emulate.
I don't get it...wouldn't vodka up your ¤?##% feel the same as in your throat? The burn could even be worse. Also, how do you efficiently insert a piece of what is essentially like soaked cotton? The way I imagine it, it would be messy and wasteful. It can't be for the speed either, you can get drunk rather quickly just drinking hard liquor.
I call bullshit, this can't be a legitimate way of getting drunk. It sounds like the kind of thing teenagers would convince eachother to do once, then wish they could forget about for the rest of their lives.
I heard about people "drinking" wine anally about 10 years ago when I was in college. Thought it was pretty crazy, but the people that told me about it said it was a good way to get very drunk very quickly, very cheaply. Meh, also pretty dangerous I'd guess. Not my cup of wine, I'm afraid.
Edited to add: I was also told it was done with wine because it'd be very dangerous to do with anything stronger, and an entirely too-thin line towards alcohol poisoning.

Close to shotgunning in the US but a bit more efficient due to the straw size. You can drink 0,5l (abou 3 US cups?) in close to 3sec like that. The usual beer bongs, nothing new. Breathalyzed alcohol, I'm probably missing the correct vocabulary but there are even bars for that in the Netherlands. Trust me when I tell you this hits for a short time but like a truck loaded with 1000 cases of beer. Vodka "Ahoi", basically sherbet powder used to make soda is taken into the mouth, vodka added and then swallowed. You see, stuff like this has been around for ages, it just takes a new shape and suddenly it gets "scary".
So yeah, doubt it's a big problem. Alcohol consumption among younger people in Germany has dropped over the last years, a few peaks have replaced constant drinking behaviour. Maybe nowadays kids drink once a week instead of two or three times but do it harder. I guess it's part of growing up to intoxicate yourself once in a while, it's nothing to freak out about. In the US it just hits people harder because it very suddenly becomes available and easy to hide once you go to college so the learning curve is much, much steeper.

Tbh besides illicit drugs, absinthe or everclear is a lot worse than anything said in the OP. This was found to be a "moral scare." These happen from time to time. One of the most egregious accounts of moral scares was Rainbow Parties which was publicized by a guest on Oprah.
Urban Legends about teen sexuality and drug abuse just happen here and there. There's no evidence of them in real life. It's just hearsay and some weirdo who thought it up.
The concept certainly makes sense. I remember learning how one of the best cures for dehydration or heat exhaustion is to put water directly up the rectum, because it will more quickly absorb into the body. I would never do this shit with alcohol, but these are teens.... teens do stupid things... Telling them it's dangerous might make even more teens want to try it lol.
