Anytime there are two possible levels you can just compare the pokemon to one of a known level. In terms of the fluctuation for a given level... it's typically like 5 percentage points at most and there's almost 0 cases where you're comparing two pokemon that are within each other's margin of error. If you are really min/maxing to that degree all you actually care about is 100 & not 100 then...

Honestly if you get a scanner setup the thing you should really be trying to do is figure out some of your local spawn patterns and stuff. Like I'm keeping an eye on a nearby diglett spawn to gauge it's frequency so I can go farm it some day (turns out it's pretty regular)

There's a spawn by where I live that spawns at :38 or so every hour and it never appears on the scanner. Still the scanner helped me catch a porygon today so I can't fault it too much. I've mapped the spawn times near my house and work so I've gotten in to a pretty regular routine of snagging some pokes. I kind of feel like the spreadsheets are waaayy off when it comes to Gym battles. I've had a lot of luck with a couple specific Pokes punching way above their weight while training at gyms that are considered garbage tier by the spreadsheets.

They also don't account for type bonuses. For a lot of moves it actually (unfortunately) doesn't matter much because the DPS of the various moves is so far apart, but for other moves it can tip the punching weight of the pokemon pretty well. Sometimes though it just doesn't matter... Some pokemon just have too low HP to reliably fight (looking at you Kingler & Magneton).

Before I got the game I was gonna try my best to grind out a good Magneton because I hoped he would be middle of the road good. Steel/Electric is a great typing for Kanto so reasonable stats would have been great for it. Shame his HP is just so bad

Then I made a Jolteon and saw just how bad bad hp is in this game. But I have hope for a rebalancing since they did it to the moves.

I just kicked the shit out of a 1100 Electabuzz with a 850 Cubone while training up a Gym. I was finishing each battle in the green. It was crazy. Type advantage isn't everything in this game, but it counts for a lot, especially when training gyms.

Source: http://www.pokemongodb.net/2016/05/dragonite.html Dragon claw is better than hyper beam only if STAB (same type attack bonus) is active, and https://www.reddit.com/r/TheSilphRoad/comments/4vx729/pokemon_rankings_cheat_sheets_gym_offense_gym/ there dragon claw is shown as a better special move, so they indeed follow type bonus.

So in that example Hyperbeam is once again better if you're fighting Fairy or Steel (not the most practical in this case, but sometimes it is). Also I think this list: https://www.reddit.com/r/TheSilphRoad/comments/4wodzk/optimal_movesets_v21/ is more comprehensive.

Was checking IVs of pokemon and saw my level 19 oddish is 14/15/14 or 15/14/14. I really hope it gets a pair of Grass moves when I finally get enough candy to make a Vileplume. Need a good attacker for taking down the many many water types flooding my gyms

Now if only my phone would work properly with the game, parks could be fun and bring a ton of XP. Too bad for Pokeadvisor, it becomes hard to know which pokemons to throw or not throw...
