I consider anything above 100ms ping to the other player pretty unplayable in SF4, but it's going to be like that for a number of other fighting games as well. It would still be the same ping between players regardless of game? Or does ggpo's netcode just allow for better games/ping? Haven't played much ggpo anyway.

SF4 (and pretty much everything besides skullgirls) uses just more input delay instead of the rollback ggpo netcode, and you get no control over how much / keeping it constant, which I could see getting problematic when playing great distances.

Remember that the net code for certain games isn't great especially over great distances so keep that in mind when voting. I voted for sf4 but i'd play on ggpo due to lag, i'd play any of the games i could get my hands on honestly.

Which fighting game has the biggest competitive scene? Are there any big competitive fighting games that are primarily played on the pc?

Ultra Street Fighter IV probably has the biggest competitive scene worldwide, Super Smash Brothers Melee is up there if you consider it a fighting game. In some regions, a different game might be more popular (ex: Tekken is the premier game in Atlanta and Tennessee for a while after a new Tekken game comes out). I wouldn't say that there are any "big" competitive fighters played primarily on PC in tournament, but The King of Fighters XIII's online community is primarily on PC because the Steam version has playable net code while the console net code is absolute trash.

Following up on that, would buying the steam version of USF4 be worth it? If not, what console is it played on mostly?

But it's like I say every time a new player asks this question: it really doesn't matter how big the scene is for the game you like. You will be able to find matches 24/7 for any of the games I just listed if you network and meet people. Just play whatever you like.
