Im 2 Stars right now and Ive been Mid Master in Starcraft2 many many times. It was always very easy for me and it took a long time (Mid Master) till I hit some kind of skill ceiling where I would have had to put much more effort into it to continue getting better at the game. And when I went inactive for a while I was Master again within 2 weeks.
CS GO is different for me. I just suck at this game. Big time. Cant do anything about it either^^. My aim is bad and I dont have the patience and the calmness (mostly in my arms and hands ) that are needed to be decent at this game. One big reason simply might be talent or experience. I never have played an EGO-Shooter competitively before whereas I played quite a lot of War3. And I liked playing strategy games as a child cause I was good at it. I was never exceptionally good at shooters though.
On the other hand there might be a lot of other reasons which might contribute to this. I wanted to get better in Starcraft2. I watched replays, streams and I played to get better. I dont do that in CS GO. I just dont put the same amout of effort in that I did in Sc2.
And my Equipment sucks for CS GO. My screen is bad for Ego-Shooters (was quite cheap ) and I cant see shit on long range. I dont have a great headset but a bad sound system, so my enemies hear me way ahead, even when im going slowly. Is that even a thing? I wouldnt know cause I cant hear shit. No surround sound either. So please dont ask me where the shot came from . And last but not least, I just like playing with a high sensitivity mouse. Did so in Sc2, I do so in CS GO. But as a result I just suck at aiming especially with an awp. When i move my mouse one tiny bit it jumps 4 Counterstrike people to the left or to the right. Thats bad when you want to hit something with an awp. And yet I cant stand a low sensitivity setup.
All in all Id say CS GO is way harder for me. Doesnt mean that it's the same for another person. A friend of mine played a lot of ego-shooters and no strategy games whatsoever. He wouldnt stand a chance in Sc2 but probably own me in CS Go within a month.

CS is such a huge passion of mine, most ppl just think it is about pointing your mouse somewhere and leftclick...and thats it.
There are so many aspects in this game, aim is just one of them. Totally love it :D @Banishment: You can play with a higer sensivity as well, just try to adjust it. Mabye tweaking it just a bit lower will do wonders to your aim. Every player has his sweetspot when it comes to sensivity so don't be afraid to experiment a bit.

So is there stll a skill gap between NA and EU? I followed CS 1.6 heavily when I played and the Europeans were always a step ahead of the NA teams. I'm actually pretty excited to watch Dreamhack these coming days :D

@Banishment and gaymon: we should play sometimes :D my rank varies from 4 star to AK, been lots of promotions and demotions lately.
I believe there is a skillgap. So far, the best teams were from EU as far as I can remember. The last really good US team that comes to mind (without much research) was Team3D back then in 2004 (? dunno exactly).

Step it down .1 or .05 every couple weeks and eventually you'll have a nice, low setting and much better control. Don't listen to people who say "1.0 or bust" or whatever. The sensitivity you need depends on your DPI and how much physical space you have available. General rule of thumb is to use a sensitivity such that the mouse mat divides into 360° spins. For example, mine is set so that moving my mouse from the far left to far right side of my mat I make 2 full 360° spins.

I think you would improve a lot of your reduced your sensitivity. If you feel that you need to lift your mouse to turn around, you need a bigger mouse pad. I would recommend a QcK+ which is what many pros use. You should be able to get one for $10. You should be able to turn 180-270 degrees without having to lift your mouse but you don't really need more sensitivity than that. With a high sensitivity you will be great at death match and mid/short range battles with p90 or whatever but you will never be able to consistently hit headshots at long range. In CS you generally know where it is likely that your opponent will be and minor mouse movements like adjusting for spray patterns or aiming for the head at long range are really crucial. It will feel strange at first but you will get used to it.
I personally play with 1.0 sensitivity in game, 800dpi, 6/11 windows sensitivity.
I'm not sure what would be best, slowly reducing the sensitivity like tofucake says or just taking it all in one big hit. I can see pros and cons with both methods. I think it would be easier to get rid of some bad habbits by taking it all in one hit. It probably will suck for the first couple of weeks after you change though.

Ideal sensitivity is 400 dpi 2.5 in game, or 800 dpi 1.5 in game, with windows at 6/11 (around 1000 true sens). If you start there and slowly increase it or decrease it based on your liking you will see a huge improvement.

You shouldn't feel about putting effort per se (as work), if you are having fun, put effort in being best and have most fun. My fun was always headshotting people and getting biggest kill streak and i was being obsessed by being on top of the board every time. Everyone had it's own fun. To technical questions, i believe getting the feel of the game is paramount, you don't aim with your mouse, you have to be tuned perfectly, your aim should be just an extenstion of your arm/will.
Palm grip mouse, headset, either big cloth mousepad or if you prefer plastic/glass (dunno i never played on glass ones).
In CS you don't need high sensitivity, you could be suprised how fast you can aim with low sensitivity on big mat. The biggest myth i ever saw was that "pro" cs players couldn't 180 degree turn. Maybe only few pro players had such low sens, but vast majority was capable of that. Simply because of having long arc of movement due to having big mouse pad.
You mentioned yourself that you skip 4 guys while aiming, isn't it counterintuivite? You say yourself "I cannot aim at what i want". So you have to tune it down.
You mentioned AWP aiming, remember there is zoom_sensitivity_ratio variable. The other thing is mouse placement and arm placement, its incredibly important factor. Tendency is that in CS arm is generally placed more forward to reward precision over twitchiness (wrist movements, SC). However there is no rule. Its important to establish trial and error method to deduce what setting is good for you in CS.
But to get to that point you have to first get good enough first, to rule out noob mistake out of that trial and error.
The other factors that may contribute to the tangible feel of the game are:
FPS Refresh rate Resolution
All of them influence your sensitivity value. A low FPS spike will generate a spike of innaccuracy (aim lag), a permanently lowered fps will make you less responsive.
Refresh rate will make the game more fluid, it's absolutely the best to play in as highest possible, it may not yield results by itself instantly but in the long run you will be able to express more fluid actions when you are better. Simply you will have more fps framework to play with.
Resolution, in Vanilla CS it was pretty established or maybe it's archaic view in Source engine by now, but i don't think so. That the biggest =/ the best. Resolution have to be tied to DPI of the mouse, in vanilla everyone played in 640-1024 range, so the consesus of that time was that 300-400 DPI is optimal (because all of CS scene used Intelli mouse 1, 3, Logitech which were the best mices back then). If you suddenly want to play at 1920 you may reconsider that.
CS GO is generally WAY more cluttered and more strainy on your optical sense than CS 1.5/1.6, i also had problems with that, my belief it's best to experiment with different graphic details, resolution. The one important factor that i didn't mention is the distance of your monitor. You kinda have to find your sweet value there. Its incredibly important in CS, depending on how close your monitor is your focus point changes. Some people have it close, some have it way further. Its pretty funny seing teams on LANs, one guy is glued to monitor and other guy chills. But it all ties down to one point, you need to feel the game, it has to be precisely tuned to your preference factors. If you have crappy small monitor just bring it close.
FPS is way more behavioral than RTS, the arm twitch can determine between your life and death, your drive is to get the feel that you know that nothing hinders you besides your skill. That's why certain factors can be measured only when you become good enough. Then you will notice what hinders you.
