Oblivion had one of the worst German localizations so I was skeptical too but after reading that you can update to English via steam i got it.
I have to say this time the German localization is done with a lot of attention to detail and it is one of the best I have ever seen. Really only enjoyed the gothic games more but they are German so they don't count.
This is in case you are from the German part of Austria and not Italian or French

I'm playing a 'noble' honor nord so doing the thieves guild and dark brotherhood quest lines would be really out of place for me, but they seem so cool *----*.

I just got conjured weapons, changed armor, and continued as a warrior/melee character with summons/spells for support. I don't have the uber armor perks but with mage armor and spells, it's fine and I concentrate on the one-handed tree for dps. Just another option if you didn't want to re-roll, you are still viable.

I have 45 in shield. And every time I block a hit from a Giant, I up a skill in Block. Is this ok or bugged? so fast!

no it's ok, the level increase in block is probably related to how much damage you block. And a giant deals quite a lot of damage so it's fine
