Every time the term "open beta" is brought up, Arenanet make abundantly clear that they never intended to have one and that there will be no open beta. Only weekend beta events, which will not be open but promotion/pre-purchase based.

Just having a read through the Arenanet FAQs (trying to F5 my way into the game's release, mostly  ) and spotted this:
What does NDA stand for and what does that mean for me?
NDA stands for Non-Disclosure Agreement. An NDA is a legal contract between ArenaNet and you that states all content in the Guild Wars 2 Beta Events is confidential. By signing the NDA, you agree to not disclose that you are a participant in a Guild Wars 2 Beta Event and to not disclose any information about the content. Breaking the NDA can lead to legal proceedings.
Just a heads up for you all. I've been in betas where this was not a part of the NDA, so it's worth noting that they explicitly state that you can't tell others that you're in the Beta.
