I think you confusing age of consent here. Statutory rape is when a minor(Below age of consent) has sexual relations with one above. In a lot of places 16 is above the age of consent so it wouldn't be statutory rape. 18 is actually the minority not the norm.

most of europe has some kind of age brackets for that iirc, in Germany it's 14/16/18(21):

with that being said, the reality of it is that the parents have to be okay with it and if you're over 21 you can get screwed over massively on behalf of her/his parents even if there's theoretically no problem if it's mutual.
It's something along those lines for most countries in Europe as far as I know, differing slightly here and there.
(focused on Europe rather than Japan due to the guy he quoted being from Denmark, thus making me think he was talking about his own personal opinion rather than what's actually the case in Japan)

Basically
+ Show Spoiler +Su Woon DOES care about Yona and Hak a lot. He is not your typical usurper. As the manga progresses you see more of how the country did under her father and more of how he operates as a ruler and its definitely not old king = good new guy = bastard. He isn't 100% villain and liking Yona and Hak is a separate issue from him wanting to kill the King and rule (especially if what he said is true that the former King killed his father). You could say that other then his assassination on the King he has been a pretty good guy. Poor Hak is just because it wouldn't be too surprising if Yona reconciles with Su Woon by the end based on how the manga has been going, though that is still unlikely.

Regarding the good king. Yeah he Su Woon is not really a bad guy even from the start. He basically is doing it for the kingdom not for himself.
By his action to sacrifice his potential lover and best friend along with the family he had for what he believed is a better future of the kingdom. He's fucking great tbh while whether what he thinks is better is another topic.
I just classified him as an antagonist cause he is the opposition of Yona + Hak.
This is one of the great shit about the show.
