I watch anime on my phone (Nexus 4) in 720p, I'm pretty sure it looks better than it does on my monitor (1280x768 on a 4.7" screen vs 1920x1080 on a 24" screen).

You can set your video to play in original size and it will look just as good but you will have black borders which break immersion

Like...old shows for example. I can watch Crest/Banner just fine on my phone without caring too much about quality. What am I going to do, watch it in 1080p and admire late 1990s art?

Anime benefits so much from higher resolutions simply due to all the hard edges in it. I like seeing the crisp linework, not blurry lines / lines lost due to bicubic upscaling, though I guess madvr and spline upscaling does help remedy that to an extent. It especially gets more noticeable as screen sizes increase (obviously).
I do my best to get 720p+ on almost everything. It takes up 3.5 terabytes, but meh, storage is cheap.

Um...I can scroll pretty easily on my phone I think, and when I don't want to scroll, I can resize pages and they're all fine to me.

Anime is a visual medium, so I think I can safely say that almost every single anime ever made is enhanced by superior image quality.

Surely there are cases where image quality would enhance an experience, and I've outlined some of them. Cute girls, or robots, or huge explosions, or impressive action sequences. In those cases, I would agree, maybe watching on a big screen might enhance your enjoyment, though its extent is questionable, imo. I also don't really care all that much about any of those to the point where I'd be begging to see any of them on larger screens.
If an anime is good, I don't think it needs to rely on small nuances in size/quality (especially since a lot of times I'm focused on reading subtitles and ignoring some of the periphery) to be visually appealing. And just because I'm watching an anime on a smaller screen doesn't mean it automatically reduces the quality to the point where things become unwatchable.

Everything about your post is wrong. Also it is a 768p screen, and there are black bars because the video is 720p. I could play 1080p on phone too but there is no point, and phone storage space is small, so I don't. I do get 1080p releases on PC when available. My comment about looking better is because the pixel density is much higher on phone (320 vs 92).
