The big problem with watching dub is that you don't know if it's decent or just atrocious beforehand, and often time when you find out it's too late. Have some godawful memory of watching dub in college with friends, it's 100x worse when you already watched original.
Cowboy Bebop was dubbed by Bang Zoom!, who have essentially dubbed 50% of all anime post-2000. Ocean Group has more or less done the other half, unless it's a kids show like Pokemon. Either group pumps out consistent, good quality works. The only kind of dubbed series I would recommend avoiding are high-school/middle-school shows, because there are only a few English VAs that can do really young sounding voices.
In the case of Black Lagoon, the English dubs are far superior simply because of the multicultural cast. Balalaika breaks out the Russian on several occasions, Roberta has a very slight spanish accent, Shenhua goes full-out with "Chinglish" speech. That and the aforementioned horrible Engrish present in the original Japanese dub.
For most people, though, it's just best to stick with whatever you watched first. You get used to one sound for a character, it gets jarring to have a change.

Never seen Noir, dubbed or subbed, but considering it's Bee Train I wouldn't say the original Japanese was very high-quality in terms of production either.

Well I certainly didn't notice any issues with Noir subbed. It's a good watch, though I never liked Mireille much... but Kirika is just so fucking badass she makes the show awesome. Also, good Kajiura Yuki soundtrack.
Eh, related question, I've watched both Noir (awesome) and El Cazador de la Bruja (not great but I expected something somewhat similar to Canaan and got it, so no complaints). How's Madlax?
Madlax is rather confusing... More action packed than El Cazador but story doesn't make a lot of sense. But again, I watched it overnight while waiting for an early AM flight so it might just be me.

its not really supposed to make much sense. Its Madlax going Rambo to Yuki Kajiura and some little girl supernatural destiny shit for people who care about plot.
