Buggy is probably a shichibukai now all though it hasn't been confirmed to my knowledge. And he is definitely weaker than his subordinates. I am not trying to imply that Joker is weaker than Vergo only that the boss is not always the strongest. Now Buggy could of also received a massive power-up in the last 2years (which I highly doubt). | ||

Buggy is a singularity in the One Piece universe ! His role is set for comedy ! Like Mr. Satan in DBZ. That's also Shonen logic, you will always have one of these characters in the story. They are just an story element from the author, so you can't throw them easily into serious discussions. | ||
