Aokiji, Garp, Buggy, Bartholomeo, the ex boss from impel down, Sengoku, lots of the Shichibukai etc. there are quite a few, Although there are of course lots of white knights like Shanks and through and through villains like Blackbeard/Akainu.

Or someone like Arlong that has good reason to hate humans, although he did take it out on the wrong humans. Complete evil to start, but then we understand why. If you don't think Akainu is going to get a tragic backstory that at least partially justifies his hatred for Pirates, you haven't been paying attention. Even Blackbeard encouraged Luffy the first time he met Luffy. He is a D after all and he may actually know a lot more than we've been told and is trying to fulfill some noble destiny at any cost.

We see mostly bad stuff happening but I am sure tons of islands live happier lives because of them Actually in One piece there are almost only grey characters I wouldn't say "almost only". Here's a list of antagonists that are just straight up evil: 1. Alvida 2. Axe hand Morgan 3. Kuro 4. Kreig 5. Arlong (miss me with that "racism" bullshit justification) 6. Wapol 7. Enel 8. Hody 9. Caesar 10. Orochi There's also a few that are debatable like Lucci, Akainu, and Crocodile. You could argue that they all have some redeeming qualities but their actions are generally cartoonishly evil.

Akainu f.e. mainly is a hardliner who does his job, he's by no means 100% evil despite being a major antagonist with extreme tendencies. His goals aren't evil, he just pursues them with extreme ruthlessness. I'd rate him on the darker shade of grey, but still a shade of grey compared to f.e. Caesar who's straight up evil. Garp on the other hand could work with the revolutionary army instead of for the marines to fix slavery and tyranny. He had the choice to work against the WGO to fix the issues they create or work with them to fix the issues everyone else creates. He decided to work with the guys who commit atrocities to have more influence. Then there are characters like Big Mum who is maniacal and dangerous, but who happened to create a prospering kingdom.

Garp could do the at least as much good as a pirate or revolutionary without having to refrain from acting on atrocities perpetrated by the government.

if there’s some room for ambiguity then we can apply the label. there’s some great works of recent fiction that feature character should who are very divisive and I think some people here are dismissive of anything that doesn’t meet those expectations.

For example Garp is Lawful Good, Smoker is Lawful Neutral and Akainu is Lawful Evil. And while I'm at it Luffy is probably Chaotic Good, considering how he doesn't give a damn about the laws and acts on his own morals.
