In my eyes, mantra / haki dodging doesn't really do greatly against Usopp's evolved style. Of course Usopp hasn't got the basic means to fight Enel (i.e. immunity to lightning), but there's a host of weapons we haven't seen from Usopp. For all we know he has plants with poison or sleeping gas (not unlikely) or plants which can shield him (also really not unlikely). Basically, Enel, despite being probably the most diverse display of a logia thus far, will need to have improved vastly to join the haki-fueled variety of abilities and skills on the blue seas. And yes, admirals are stronger than Enel. Is this debatable? Mind you...people debate that Crocodile is on par with Mihawk, Akainu and Luffy all in the same breath so... =/ I thought the War at Marineford made it pretty clear Crocodile was on par with Mihawk and the other Shichibukai. I thought if anything the War at Marineford showed how little Mihawk and Doflamingo care for that sort of battle since despite tonnes of strong people continually taking them on, neither came out with a scratch or a big name take down. Not saying Crocodile isn't strong, and that powers don't vary. But when people say Crocodile could easily manhandle Mihawk using the same "evidence" that could be used on Luffy and Akainu it becomes apparent that either Crocodile is both the strongest and weakest person in One Piece, or deflecting a sword strike not aimed at you once isn't actually evidence. And Shichibukai isn't a "power level" in One Piece. Unless you think that Moria and Doflamingo are even remotely on the same level...though I do rate Doflamingo quite highly...
I know it isn't a power level, but even Moria is a really powerful fighter. Just like being an Admiral isn't a power level, but when people say "Admiral level" or something like that, you know what they are talking about.
IDK who would say that Crocodile could manhandle Mihawk lol, thats kinda crazy for anyone to say he would be able to. My belief is that he is roughly around the same strength as Mihawk and Doflamingo, not that any one of those 3 is actually better than the other.

Doflamingo's power seems to be puppet on a string. He was able to control people's body, and dismember people's body part at will once he has control of it. Some kind of DF ability? puppet fruit? turns everything he touches into his puppet, and people who doesn't have the power of Haki can't resist this ability. Even Crocodile got his head chop off by Doflamingo.

Crocodile gets his head chopped off alot, but it doesn't really bother him.

it signifies my theory about Doflamingo can only do it to ppl without Haki activated.

yea i think people tier the characters in one piece a little too much. im a little of a kuma fanboy, and i dont see how kuma can seriously lose at all to any non-logias / haki users. he is so quick and his ability has so many good uses. i was curious and am still hopeful that we'll see kuma fight for real

i like how the marines are now changing, it would get difficult because depending on the commander an encounter with them could end in battle or peace up until now, but with the new changes i expect badass merciless marines.
