I'm pretty sure that Pluton and Poseidon weren't meant to counter each other. The talk about "there are 2 of them so one can counter the other" only applied to Pluton itself. There are probably even more ancient weapons than those two.

Anyway, in Water 7, Franky had the blueprints to make Pluton. However, the original Pluton is still hidden in Alabasta somewhere. Thats what Crocodile's entire purpose was in that country, to get Robin to read the Poneglyph and find its location. Except she lied to Crocodile about the location, and then he had his showdown with Luffy. ANYWAY, the blueprints that Franky had existed in case someone else found that original Pluton in Alabasta, to build a new one to counter it. So it was supposed to be a Pluton vs Pluton type thing, rather than Pluton vs Poseidon.

I'm still looking forward to when they meet/face the Marine's Dr (forgot his name). I mean, he can make inanimate objects eat devil fruits, Franky get upgraded based on his old crap he made as a kid, he made the seastone stuff and the engines that can go in the Calm Belt.

I wonder what kind of crazy things we will see from him. I predict he's about as strong as an admiral if not more because of his position/inventions.

Also started thinking about how strong the World Government leaders are... stronger or less than admirals? Still a lot of things we don't know about this world, which is what makes One Piece fun IMO. We get glimpses but it's not that easy to figure out. Oh, and that huge guy we saw Sengoku give his resignation to, as well as anymore else that works behind the scenes.

Enel might come back sooner or later, even if he has nothing to do this these weapons. He was a cool enemy and all. It could be fun to see someone other than Luffy beating him, since he was so strong. I always hated that he lost to Luffy, despite the Lightning vs Rubber match. Oda even said Enel would have like 500 million bounty if he was a pirate. He was way stronger than Luffy but it was a bit of a cheesy ending to the fight.

Enel honestly should've wiped the floor with him but I suppose that doesn't make for good story development. Still, I hope we see him again at some point. I do think it's a cool idea to have one of the weapons be a devil fruit power but then it's not THAT overwhelming compared to other logia fruits (somewhat stronger IMO, if he didn't use it like an idiot). I mean, Blackbeard could beat him and so could Luffy now (without a plot device win). It still has some weaknesses. Poseidon can control Sea Kings. That's a HUGE power, she could wreak everything in the seas even vs top fighters (some Sea Kings are probably gigantic compared to those we are seen so far, and I assume some are extremely strong such as the beasts on the island that Luffy trained). A super shit is also something that could destroy a country instantly without really a weakness. While Enel can do some of those things, he's still weak to water/seastone/haki and such.

The theory about the highs might make some sense though (the sky island was 10k in the air). But it could also be a simple coincidence that Poseidon was on fishman island.
