Not what I was expecting to find, nevertheless:
We have been conditioned to think of goku as someone who flys, however, if the translation is a bit literal, powers like smoker/goku/kizaru, would more accurately fall under "hovering" "levitating" or something like that.
The whole conversation seems pretty pedantic, and is unlikely to yield any benefit to anyone. Personally, before looking up the definition, I would have said that there were definitely more than 5 people who can fly that we've seen already, that said, if we think Oda is going to stick to what he said here, I suppose we've only seen 3?
I expect any argument on this subject will simply stem from people using different definitions of the same word.
I'd probably bring the count down to 2 as well seeing as how we don't know anything about Laffitte. He could be flying by some other means besides having a fruit or maybe the wings aren't even real and just a hypnosis trick. So as of right now we have 2 confirmed bird-zoans that can fly. Also Pell might not have perfect information and could very well be wrong about the number. Even in paradise, there are still a lot of myths circulating about devil fruits.

Who are you to determine what is and isn't flying? Moving through the air by some means, that's what I would call flying.
I guess the definition of flying is this : moving or able to move through the air with wings
Then that would mean Superman/Wonder Woman/Thor etc all can't fly either when they obviously do. The literal definition of flying limits a ton of stuff, but we don't really use it like that.

I think we can all agree hanging off of strings is not flying, tarzan, does not fly, neither does spider man, and neither does doffy. If someone told you they could fly, and then you found out they were attacked to strings, you would call them out, do not pretend otherwise.
If we're going by the "wing" definition then those two dwarves that can transform into insects can fly. But they're not birds since they're insects. In fact, Marco isn't really a bird either - he's a phoenix, a mythological creature with wings.

Dolfa can literally stay still hovering in the air and fight as if no strings are even present, even though they are. I call that flying, period. That's the key difference between Tarzan/Spiderman, they need to be continually moving and are literally hanging on for their lives, Dolfa is not in anyway encumbered by his strings.

I was pointing out hypocracy, also, neither tarzan nor spider man have to keep moving, this is a stupid debate
EDIT: I misread, ok, there is a useful distinction there, between hanging on and not hanging on, but it is still not flying. I dont see how you can be arguing this.
EDIT2: Like seriously, I linked you to the definition of the page, and nothing there even hints that "hanging off of something else" could be understood as flying

Functionally, the way he move around is like flying, no one is claiming otherwise. That doesnt mean the -word- flying is appropriate.
