Why the hell does Luffy even have a bounty? His original was for taking out pirates in East Blue but wouldn't that have given him a reward and not a punishment? Are the marines just assigning Dead or Alive bounties on powerful people? Does that mean Fujitora had a bounty? Wtf. | ||

Marine intelligence is very strong, so Luffy's first bounty also took into account the fact that he beat up several strong captains from East Blue. | ||

Hyperbola's point was that Luffy, while strong, didnt seem to have committed any crimes (which is what you would expect a bounty to be placed on someone for) So the point was more looking for incidents in which he had shown himself to be a threat to the WG rather than just evidence he's strong. | ||

On Mihawk do we actually know if he has a bounty at all? There might be some anime only shots of a Mihawk wanted poster, but Blackbeard proved you don't need a bounty to become a Shichibukai. | ||
