That the thing about Zaraki, no matter how weak he was before, they have stupid shit to fall back on such as, "He was restraining his power" or "He was handicapping himself." As far as we all know, he could of been fighting the entire series standing on 1 toe or fighting the entire series sleep walking. Then they just say he fight more seriously now and then he just get 100x more powerful. He just one of those character that can get random power up because everything has yet to be defined by him. So if I had to rate Zaraki, I would just put him on god tier because his power is infinite.

Only thing I understand after seeing those power level discussions, it that Kubo doesn't care about them.
To be the strongest, a captain needs to hide his powers (or have access to some hidden potential), since "plot" will help him win every fights anyway. When his power rises:
- it's his bankai and you have his maximum power level, now the character will struggle even when fighting a weak looking enemy, next fight.
- it's not his bankai and he'll become twice as strong next fight because why not.
The more secrets, the more powerful they are.
CC died because he had no one left.

Shunsui pretty much beat Stark with no Bankai (he got taken out by a surprise attack at first, and then came back after. Ukitake is somewhere around Shunsui (he completed the academy along with Shunsui), but his sickness puts him lower. If Tousen were around, and smart, I'd rate him to be one of the strongest. A quick beheading with his bankai is way too ridiculous. Gin is definitely stronger than most captains, beating Ichigo.

weve never seen anyone comment on Yorouichi or soi fons distance moving ability and even if someone can move 10 times farther per step if someone can make 20 steps in that time there still faster
and long distance running isnt important in combat unless your a sniper
also we only know Yamamto was impressed with how much theyve improved there shunpo he didnt say "wow you guys got the best shunpo ever"

I could agree with this. Some of it is debatable but if we are only going to use the power that has been displayed so far, it's pretty much on the mark.

Given the above, prior to Aizen disappearing, Byakuya would have been 5th. After Aizen disappeared, he would have been 4th. Don't discount Unohara, since it was hinted quite often that she's terrifyingly powerful.
If their powers gained equally, when Yamamoto died Byakuya could have been considered 3rd. However with the Visored captains coming in, it becomes debatable - since the Visored captains are pretty strong in their own right.
So the above can be used for reference before Bleach went "interesting". And if we take kidou and wisdom out of the equation (if you want to see them brawl), then suddenly Zaraki becomes quite scary.
You guys can do the power rank for everything after Aizen disappeared - I'm just putting this here for reference.

But seriously, this is a pretty dumb argument. Not only is it completely subjective (even the databook stuff in open to interpretation since who's to say that Power 100 with no Kidou beats or doesn't beat someone with Power <100 and whatever other stats), but also the whole start of the argument has no merit. It doesn't even matter one bit if Byakuya was a top 3 Captain when Ichigo beat him. The point was that he was some no-name scrub beating a CAPTAIN. Any of them would have served the same basic purpose. Byakuya just had the bonus tie-in with Rukia.

Question isn't who's stronger than Byakua, it's who's weaker than him, since conveniently half of the captains are left out (vizards/traitors). So the weaker captains are hitsugaya, soi fong, komamura (3 never beat a quality opponent), mayuri (best win: #8 arrancar.
Byakuya's best win is the #7 arrancar. So he's the 5th weakest.
