Because that's just how shonen works. Each opponent is stronger than the previous one. And if wonderweiss only sealed the already released flames why did the CC stop using his zanpakuto at all? He could've just gone bankai and instantly kill aizen.

WW sealed all his flames inside the sword so he couldnt release more flames then when he died the seal came undone and all the flames exploded out at the same time which was why Yamamoto was in such a bad state having to stop them from destroying everything
and yes the Arrancars are stronger, thats why they needed the medallions to stop them from using Bankai
