I think they just mean that the actual winter is coming and the continent has a very harsh winter that can last years or even decades if i remember correctly. They dont mean the monsters from the north, which are myths to them and probably the only reason why they have that nightwatch is because their ancestors build a monumental wall to keep something out. | ||

They are at war, and even if not they would probably think it was just superstition or lies to get more funding. White Walkers haven´t been seen for thousands of years, why should reappear now, if there ever were any in the first place? There is no way that the kings of the south will send their personal soldiers, riches and supplies north, through an enemy nation, to fight a fairytale enemy. Even if they believe that the White Walkers have returned, they´ll just retreat south, gather their men and food and hope that the White Walkers will kill the men of the north and be satisfied with that. Most characters in the Game of Thrones haven´t shown themselves to be paragons of justice so far, they´re more likely to be petty and selfish. | ||

The main purpose of the Night's Watch as far as people in most of Westeros are concerned is a place to send criminals, and to defend against Wildling raiders. Originally they defended against the White Walkers, but that was thousands of years ago and most people don't even believe they were ever real. Tyrion makes that pretty clear when he visited the Wall in season 1 and makes fun of the stories. | ||

When Mormont sent the White Walker's arm to King's Landing as proof? The response was basically, they have the troops they need to deal with it, leave us alone! | ||
