Tywin is doing it because he enjoys skinning animals? Of course he doesn't believe in voodoo, the scene is just symbolic to the viewers. It doesn't have to make absolute sense within the confines of reality, because it is a story.

I'm still curious about Baelysh's motives in fucking over Ned. He seems too calculating to do it out of spite. Maybe he wants to ingratiate himself with the Lannisters by giving them the Stark lord? Every episode has a ridiculous cliffhanger/reveal at the end, I love it.

well,he talked with ned about putting remly as king , and sharing the power themselves..or wanting sth in particular he didnt say.. ned said NO, so he went to the lannisters to get what he wanted..

Not only that but Ned got told repeatedly to act with haste. Again he declines. Ofc Littlefinger gos to the Lannisters. he knows Ned will not act in time and so takes measures to save his own hide.

1. Littlefinger offered an alliance with Ned, Ned rejected his plan and sort of insulted Littlefinger's character. This made him despise Ned and turned him away. 2. Littlefinger still harbors feelings for Catelyn, and subconsciously wants to get Ned out of the way so as to increase the probability that he might be able to reunite with her 3. Littlefinger doesn't see a future for himself if Ned wins, whereas the Lannisters will be grateful to him if he helps out their side.

As King's guard commander they could go praetorian on the lannisters ass if he was made sure of the whole assasination of the previous hand / incest non legit heir / over wine-ing the king.
EDIT: just to be explicit : the praetorian guard often killed the caesar if deemed unfit or if a better candidate was making a better offer.

And that's why the brothel scene is important. It explains everything you need to know about Petyr.
1. He is a bitter, resentful man. He resents Brandon Stark for beating him, Catelyn for shunning him and Ned for marrying Catelyn.
2. He knows he is weak and can only get what he wants through ruse and trickery.
3. His ambition is limitless ("so what is it that you want ? - everything")
Just in case you missed something, or forgot, rewatch the older episodes and pay attention to every part of the storyline that mentions the dagger that was supposed to kill Bran. If you understand the dagger plotline, then you understand Littlefinger.

There was also the symbolic event early in the story when they stumble on the dead stag and direwolf (the antler still stuck in the direwolf's throat), possibly forshadowing about Robert leading to the downfall of Lord Stark.

These are all important aspects of Baelysh's character, but the most important is that every single thing he does or says has a purpose. He could have told Ned to leave the city and never return if he wanted to live, but he didn't. He could have had him killed by the cityguard in the throne room (or elsewhere) if he wanted, but he didn't. He could have done a million things that he didn't do.
He tells Ned the gold cloaks are at his command, gets him to come to the throne room and demand the removal of the Lannisters, and then kills all his men and takes him hostage. Clearly this is something Baelysh is capable of doing, but why did he choose this route? What is the plan that he's put in motion?
If you've read the books, please don't reply to this, not even if you think you're really clever and won't spoil anything. I enjoy speculation, not answers :/
