It basically acts as an equalizer in teamfights for teams that are behind because in a 5v5 the team that's behind fundamentally will get more gold/XP per kill because of the extra factor (and the team that's ahead will be getting less than before).

It also reduces the gold/XP gains for ganking because ganking virtually always involves uneven hero counts (and therefore heavily skewed "total XP").

I could be wrong, but I was under the impression that "total XP" is your whole, global team's total XP, not just the heroes in XP range.
