How does he fit into the competitive scene, is he commonly picked up? Because it just seems like he has alot which synergizes with the current meta game.
He has some cute utility in some scenarios that make him a solid niche pick, but his lack of AoE, hard disables, or lategame carry potential mean that he doesn't really have the fundamentals.

he's a pretty decent pull jungler provided you have good supports supports and a hard carry as your lineup.
SD Sandking Morph Lesh Undying or the like.
though one would easily argue that the other 4 are the ones doing all the work and that lineup would do well with an enigma instead of the undying.
Yesterday I was playing with some old dota1 friends, who are too lazy to sign up for a beta key. But maan, now I want skywrath mage!!!! Also, I picked up like 4 runes instead of bottling them because I was so used to just right clicking it! Goddamn you dota2!!!!
Holy crap death prophet is hilarious against squishy people who don't know how to deal with her. Just activate ult, hug them, and watch them die esp at lvl 3 ult for endless fun.

He's basically a cheese hero.
Here's undying used in a pro game. It's in DotA between 2 Russian teams, OSI and M5 (not pgg. it was G, NS, AA, Dread, Santa). It's one of the best games I have ever seen, I really recommend watching it, don't want to spoil anything, but there are some very surprising moments.

Yeah, I had to watch fp streams to figure it out too

I remember Yango telling me all excited that Chinese pro xy plays DotA and we can watch his replays. (Was it Burning?) We proceeded to do so and then he danced around a rune for literally three minutes trying to figure out how to pick it up.
Later on in the game he went afk and killed someone in the meantime. Best.

well as long as the chinese players did it first i can claim i was just copying their bottling rune strategy.

That's not what he means. When you report someone valve will notify you if they took action against them, i'm getting that message often as well, i report quite often also.
Honestly that does sound like you do something at least. I doubt anyone would report you enough that you get this message once a week without you doing something :D
I have never seen it myself and does rarely report though I have.

He is fantastic at lasthitting creeps, high base dmg and good animation.
But mid and lategame I just can't figure out what I am supposed to do, no hard disable and not that much dmg :/

Just spam everything you have and focus on being close to the enemy team with your ulti that amps damage. Decay gets really strong with 4 sec cd and big aoe, if you hit two enemies every time its MASSIVE damage. Also get items like pipe and shiva and you're good
