I'm going to have to give the obligatory reference to this video:

Stealing Charge doesn't steal Greater Bash's current rank. You have to have a rank in Greater Bash to have the pass-through stun, so yes.
Is it intended that stealing Charge doesn't steak the ranks in Greater Bash though? Seems like an odd behavior if you consider how Spell Steal works with similar cases.
? no? That's exactly how spell steal is supposed to work. You only get the spell you steal. Like, if you put one lvl 1 charge and don't lvl great bash, then it's working like you had no levels yes? rubick only gets what he steals.
Counterexample: Eclipse. It would be pointless to steal it if it didn't passively inherit Luna's current Luscent Beam rank.

lol im pretty late to the party...
Also, sceptor give rubic the upgrade for any ability he streals, even if the opponent does not have it. I do to see a problem with rubic getting abilities and the passive that makes those abilities better I a single steal.

As I mentioned, it actually doesn't steal Lucent Beam rank in DotA 1. There's no official Valve/Icefrog stance, but the unofficial stance adopted by the Gameplay Bugs subforum mods on dev.dota2 is that this is intended, even though the DotA 2 interactions for these things is inconsistent.

What interactions don't carry over in Dota 2? From what I remember Dota 2 was fairly consistent in this subject, more than Dota 1.
Synergy is the only one I can think of that I'm not really sure on how it works with Dota 2.

I believe he does, he also gets Multicast, but I'm not sure if it works correctly with Ignite as well, he gets souls from SF, orbs from Invoker, Greater Bash, etc.

He doesn't get CotS rank with Agha Global Silence, Multicast doesn't work with Ignite, and the Multicast effect on Fireblast is only partial (gets the increased mana cost, but not the decreased CD, IIRC).
Hmm. Just noticed that my pubstats page have been updated with info on which bracket my matches are placed in, only a few days ago. It also seems somewhat accurate. How are they finding this data after the patch which took the search for name in "recent games" thing out of the game?
You can't search for it directly, but IIRC someone on Reddit said there was still a way to find it. I don't remember how exactly though, but it is possible.
