So this was something I was wondering for quite some time, but I wasn't able to find a direct comparison of the two games. What tier in LoL would, for example, correspond to upper Gold league in SC2? How restrictive is SC2 Master league compared to LoL Diamond league?

This chart places the LoL tiers and the SC2 leagues side-by-side by percentile. From it, we can see that...
SC2 Bronze league = Bronze V to top Bronze II in LoL SC2 Silver league = Top Bronze II to mid Silver IV in LoL SC2 Gold league = Mid Silver IV to high Silver I in LoL SC2 Platinum league = High Silver I to mid Gold III in LoL SC2 Diamond league = Mid Gold III to top Platinum V in LoL SC2 Master League = Top Platinum V to mid-high Diamond II in LoL SC2 GM League = Mid-high Diamond II to Challenger in LoL
Also, some interesting facts: -The attempted 8/28/32/20/18/2/X ratio for SC2 leagues is not achieved in the slightest. The actual ratio is along the lines of 28/29/23/10/6.4/3.3/0.3. (This means that most Bronze players belong in Silver, ALL Silver players belong in Gold, most Gold players belong in Platinum, ALL Platinum players belong in Diamond, and a lot of Master players belong in Diamond.)
-The largest LoL tier, Silver V, contains twice as many players as the entire SC2 playerbase. There are a total of seven tiers that each have more players in them then the entire SC2 playerbase.
-Challenger league is equivalent to Top 9 GM.

Where are you getting your numbers?
If it's from Sc2Ranks...that means you're counting inactive players, which is skewing your data by an enormous margin.

Its kind of hard to compare the ranking methodologies and systems of two different games belonging to two different genres with two different player populations. Has either side released the current "intended" distributions for each league? Do Blizzard and Riot use the same MMR system?

I don't know if Riot's said how many players should be in each tier in LoL, but Blizzard has said they wanted 8%/20%/32%/20%/18%/2%/200 per server.

It's technically true but is completely meaningless beyond LoL having a massive population (which we already knew). I could say the players over level 300 in Candy Crush Saga are equivalent to top 5 GM and it doesn't mean shit. Different games and player pools make comparisons like this pointless and flame-inducing.

LoL has two ladders that are independent of each other, one ranked and one not. SC2 has unranked and ranked, but they're on the same ladder. Therefore, there is no way to make an honest connection between the ranked ladders of the two games.

10x as many players, seven tiers to seven leagues, why wouldn't each tier have more players than the entire sc2 player base? That's just basic math.

If league allows players to move up league easier due to players from higher tier decaying and dropping, then it should be fine. The tier and divisions if I am correct are separate into percentage of population. You would know data used in many research, especially research papers are usually indicator variables and not perfect. it doesn't make the chart invalid if it contains skewed data if the data is proven to be a good indicator or substitution variable
