Then where is he on the very current Healthcare debate? None of these trial balloons make it into policy debates, let alone laws. Bannon is a smart enough guy to argue policy (unlike DJT who has no idea what is going on). Bannon could be out there pushing these ideas. FOX would have him on at any time of day, as would CNN or MSNBC. The balloons never get past single tweet level of depth.

Leaks are fine.

The scary thing is how well americans respond to propaganda. Not populism, propaganda in its purest form.

That's something extremely dangerous and should be concerning to everyone who realises it. Democrat or Republican in that case doesn't matter at all.

edit: well most leaks are fine, there are exceptions - but none of these exceptions came up this cycle iirc
