What do you mean by that? Not coming to their aid when attacked? Now that would be an actual violation of the treaties (unlike the 2% goal). Not participating in NATO missions? That would be funny, as most of them are conducted on initiative of the US, for example when the US asked for helped when it invaded Afghanistan.
If you mean for example the garrisoning of additional troops in Poland and Check Republic (Tcheck? no idea how to spell it in English, lul) and the Baltic, yeah, well, again the only proponents of that are the US themselves, plus the host countries. And afaik, those countries are the ones that are actually spending generously on military.
"Do less to defend them" is just a Trumpian soundbyte, without any actual meaning to it.

My entire point is that they could do that but it would act against US interests to do so.
