No, as that would not be considered speeding. Most states require a threshold that someone has to be over the speed limit, normally about 5-10 MPG. I have gotten a ticket for going 10 miles per hour over the speed limit. I fought it and got it reduced, but I still got the ticket.

I get why people object to the word 'battery' because it sounds like grievous violence and that's not what happened, but does 'grabbed smaller, female reporter hard enough to bruise her arm" actually sound that much better?
