This rule doesn't even apply to this situation.
He did stupid probe rush. Why is that so offensive? Zerg goes 6 pool. Is that offensive? Terran goes bunker rush all-in he loses. Is that offensive? Protoss goes cannon rush. Same thing. Where is the line? It's impossible to draw one.
And he did this in Blizzard Cup, so as the rule says he should be warned in/disqualified from Blizzard Cup, NOT GSL. Lawyered.
Also the act was not abusive, the translation may be wrong but "abusive behaviours" requires some abusive intent. The probe rush was not intended for abuse but to prevent Naniwa's own sad emotion being further damaged.

I think it's very unprofessional of GOM to be 'culturally offended', yet don't giving a fuck about Naniwas cultural background. Calling Naniwa unprofessional, but having vague as shit rules, plays obviously into this as well
That being said, Naniwa should have learned the lesson the day he got disqualified from ESL Pro Series for penalty points.

what a joke. no see rules sometimes have to be interpreted on a case by case basis it's weird you can't understand that but luckily we are here to explain actions done to tilt opponents in the spirit of winning further games is not even close to the same as throwing a game in the face of your opponent as well as the tournament runners and the viewers. The rules it self is too general and lack of explanation/detail. Which is bad because angry people with vengeance could abuse it into whatever logic they see fit.
If I was offended because Bomber using multiple scan and lands many mules, I can use that rule on him too.
If GOM really want to punish naniwa, they should use better reason than using this rule. I think, GOM should give Naniwa a first and final warning regarding this case. That's it.
However, I must admit if I feel disappointed too with what Naniwa just did.
