Bisu doesn't seem arrogant just very socially awkward and an extreme introvert. You can see this in that video that follows the MBC Hero team around during their free time. While everyone is more or less getting into the activities, Bisu is in a corner clearly out of the loop.
He's clearly the least eloquent member of the Taek Bang Lee Ssang quad, and a lot of other prominent progamers in my opinion as well, and you'd be kidding yourself if you think otherwise.

Exactly. Given that we have to go through transcription and translation of the interviews, a lot of the nuance of what gets said is lost. It's hard to pin down what he says as genuine arrogance rather than insecurity and awkwardness, and there's definitely not enough certainty to make judgments about him with it.

It's just something that i've observed. When I watch Bisu lose to a "lower-level" gamer, it feels like he's not giving it his all. It's something that all of the top tier seems to do once in a while (Jaedong completely not microing his mutas in a battle, Flash 14cc etc.), but even though it gets overblown, Bisu seems to suffer for it more. It can be hard to say if it's just nerves, but I really feel like a lot of Bisu's woes as far as early elimination are from underestimating his opponents. Look what happened last MSL - he started trying to get fancy and let Iris get back into a won game and instead we got fucking KWANRO in the finals. Iris played the game of his life, but Bisu really let him back into the game by underestimating him. That's what I mean by being arrogant.
The more recent interviews seem to show him toned down a lot from how he used to be, though. The quote below's from the All-Star MVP interview, all of the more recent stuff is actually really mellow, talking about how he thinks he's the worst of the Taek-Bang-LeeSsang quartet and stuff.
