I've been trying to find programs that could let me do things such as:
Calculate the length of time that build orders take, to get timings Get AI to execute specific build orders against me, to practise against them in real time
Progress on things like that either seem really old (defunct from at least 10 years ago), or difficult to get into (Brood War AI).
Are there any resources available that let me do these things easily, or at least have guides for me to follow to do them?
Ok I am sort of new to this game and I saw this post and thought if there was a practice program that helps improve your play, I want it! The thing is I am not that techy and I have no idea what I am reading when I read what the link says. It would be very difficult for me to install and use this properly even with someone guiding me through it. The thing is once I figure it out I will get it but it is like me learning a new language. Anyways would anyone wanna try and help me figure this out so I can use this? I hope that is a good enough reason to bump this post ;-)
as far as I know a lot of those do not work with SC:R as Blizzard changed something with the API. I do not know the details and I may be wrong.
I found the AI bots for AI competition used to be good with chaoslauncher, but you had to launch 2 instances and play yourself, that was a while ago though. there are a few maps/trainers that display the build order on the screen if that helps.
As to whether it helps improve, i am not sure. You do get to follow a build with prompt rather than the old school notepad way, but you could also try single player. In general since you are new I would strongly recommend you join community-based places such as the CPL (Coach Pupil League)
The twitch channel SSCAIT has SC:R bot games running 24/7 so there's definitely some way to program bots on SC:R https://www.twitch.tv/sscait

The SSCAIT tutorial page on their website mentions that BWAPI is not compatible for SC:R but doesn't mention how else to program bots, so I am unsure what they are using for SC:R https://sscaitournament.com/index.php?action=tutorial
At the bottom of the tutorial page they have links to their discord and facebook pages, so maybe you can get some answers there, or ask them to update the tutorial to mention more about running the older BWAPI bots on SC:R -- perhaps there is a way now

Those are not games on SC:R. There are currently no bots on SC:R. What you're likely seeing is OpenBW, which just plays replays.
There are no bots which "train you" the way you may be used to in games like Age of Empires. The closest thing to that was made for 1.16 is by a "developer" who is better left unnamed and has a very sketchy history, so I'm not going to recommend it.
The reality is that the best way to learn the game is by playing it and following a build order yourself. Write it down on a Post-It or something. Keep it open in a different window. Etc. Play against the stock AI until you're comfortable navigating the buttons and hotkeys. Use Liquipedia to find some basic build order and go ham.
iRk-Stanel did make some maps that display the BO in game as you go through it AFAIK, that would be the closest to follow a given build. But it wouldnt explain the build or why you do a given step.
I would also recommend watching the day9 series let s learn starcraft (pick the lessons relevant to your race) so you at least underdtand what you want in each matchup and the usual steps to get there.
Ok thanks for the info guys, it seems I am going to have to learn this the hard way lol. is there a link where they show build orders and explain the reason for build orders? Because I have seen build orders and I understand the build orders are for the start of the battle and will have to adapt for the latter of the battle but like WGT-Baal said "it wouldn't explain the build or why you do a given step". Or would I have to figure that out myself through trial and error?

Best thing to do is ladder, and experiment with builds, after you experiment a bit, you might learn why pros do certain things. Their builds are refined for certain metas.
