or art terms and technical terms don't play along nicely. art needs to fix itself

they are not vectors. they are pixels.

Source Yes, Photoshop does use mathematical equations to create their vector shapes
"but wait, i see pixels when i zoom in?!? that's not a true vector!!!" Yes, this is because Photoshop is primarily a raster-based program. But you're doing it wrong. Instead of zooming in, try doubling the size of the vector. Or tripling. Or quadrupling. Surprise surprise, it doesn't pixelate!
So yes, Photoshop can create actual vectors.

If you use shapes in Photoshop, then it creates vectors, not pixels. Looking at this fantasy picture, Dead9 probably used the pen tool to create the shapes which form the fantasy image. That means the PSD contains vectors. However, the jpeg is obviously rasterized, so if you zoom in on that you'll get pixellation and what not.

Pardon my newbishness. But isn't there a software to automatically vectorize that kind of thing? It doesn't look difficult. It's just a matter of looking for the neighbor pixels with similar colors until you cannot find any more (just like the bucket tool does) then make an object out of it. Paint that object with the average color from those pixels. You'd need to manually set the threshold for each object probably, so it separates the only things you want. But it would still take years less time than clicking on each vertex.
I know there are many raster -> vector tools. Tho I never used them extensively. Couldn't they be used to speed up this type of work?
