I think they used pencil/brush with various sizes and then either adjust the opacity or blur if needed havent done it myself (dont have the talent) so I'm not too sure its looking good so far edit: definitely needs a lot of shading on his chin though | ||

Add a layer above, paint white lines where you would see the hair shine (pure white) Then play with brightness + transparency on that layer only. Instead of adding white contrasting lines try adding several layers with this method. | ||
