I don't know what to recommend you to do, but if you use Reddit you might want to head over to r/photoshop. I have a good feeling that YouTube will be a good resource as well.

hehe it takes several years of training to do stuff like that, if you spend hours every day that is. You need to learn how to use the tools of Photoshop and be patient basicly. Im a graphics designer myself, been working with it since i was 12, now im 29 and i still cant do like the youtube example. Well i could with alot of time but its HARD!

Yeah I want to be able to do things like this, after I practice and practice incredibly hard of course, graphic design and art fascinate me incredibly.
How did you begin playing around with PS?

Either do a ton of tutorials or follow some advanced ps course. I'd go for the first one.
Then find a reason to push your boundaries, like contests/battles with other people who do this stuff.
Depthcore.com is a place that inspired me a lot when I first started getting into digital graphic art.

Man, that was an entertaining video, and yeah it's pretty high level. Need a ton of experience to do stuff like that (in a reasonable time at least).
If you are serious enough you could look into subscribing to a training site like Lynda.com. Tons of hours of tutorials for PS and everything else. I haven't personally looked at their PS tutorials, but their After Effects and Cinema 4d ones are pretty useful and I assume there's even far more for Photoshop.

That video was insane...
Just spend a while messing around with each tool and remember their names because some tutorials leave out the directions on how to find them, then follow whatever tutorials seem interesting. Good luck!

psdtuts.com has a lot of good tutorials for beginners & once you got the basics down you can easily make something like you saw on that video, the hardest part for me has always been finding the right stocks which can easily take an hour.
You should always post ur work on a gfx forum, they will always give u usefull comments which help u improve.

In my opinion that is completely the wrong way to go about it. It is one thing to watch someone make things in fast forward, you need to ask yourself why you are learning Photoshop in the first place. Because at some point if you are dedicated enough you will learn all the same tools as that guy and then you will realize that the only differentiating factor is your creative ability.
Whenever you start a piece always begin with a sketch, which encompasses what you want to create, think of yourself as an artist or a painter. Your early attempts may not live up to your expectations but that is ok the main thing is that you need to start with vision of what you want to end up with. As your skills improve you will become more confident and your work will grow in complexity.

Are you still doing this? I'm thinking of starting to learn to Photoshop as well, but not the fancy shmancy stuff, mostly putting quotes onto stuff (tastefully)
