And the reason why I don't believe it was a complete scam was because I called em back to make sure and they confirmed that they indeed have ppl out there doing this at the begining of every college semester. And she also gave me a card that is full of discounts to restaurants like IHOP, dominos pizza, sonic, Little Caesars, Church's chicken, etc.

That might have been an unnecessary amount of caps. If you find yourself in this position again and you find your resistance is less than their persistence, just tell them that you will tip them when they deliver whatever they are offering. Thus you avoid the scam (if it is one) and you can save your 5$ for the time being if it's real.

Next time just tell her you don't have any money and sorry you can't pay right now maybe next time you get the paper. You should never really pay for a service in my opinion like that until you've had proof that it's been done.

Jehovah's witnesses don't make house calls in the US, right? They regularly do so in Germany and they can be pretty annoying and persistent in their efforts to convert you, especially when they come during the "early" morning on a weekend. The OP would probably be their best friend, talking to them for hours about the bible and the end of the world;)
On topic: The "compulsory" tip is a strange custom. IIRC, whe once had a longer discussion about tips in restaurants and bars here on TL. Coming from Europe, I am used to tipping someone when satisfied with the service and the products. In Washington, everybody makes me feel guilty when I don't give at least 15% tip. After having made this experience, your story sounds only half as strange. Nevertheless, you should never pay for a service you don't want. The woman had no right to demand any kind of payment. You could have easily just shut the door. But I understand your problem. I find it hard to say NO sometimes as well.
