Ok so today the weirdest thing happened to me. A random african american lady knocked at my door and said that I was going to start getting mail every sunday until the end of the semester because their newspaper company wanted to help our university by giving newspaper to all college students that attend my university(My next door neighbor got denied becuz she don't attend university).
But then she said I needed to tip her. Well then I told her to just skip over my house and not send me any newspaper becuz I don't read the newspaper. Then she says that the newspaper is going to come to me no matter what(because what i mentioned in the first paragraph..the newspaper wants to help our school etc etc)but that I needed to tip her. So I keep telling her to skip over my house and not send me any newspaper that way I don't have to tip her. Then she says that the mail is going to come to my house no matter what and we keep going in a circle so I give her 10 bucks.
But then I feel like I got scammed and go back to her twice wandering around other apartments and get back 5 bucks. I mean either I'm missing something huge here or she just scammed me out of 5$. I mean do I HAVE to recieve newspaper and HAVE to tip the newspaper carrier?
Keep in mind I don't even know who this person is or if she's even a real newspaper carrier because I don't recieve newspaper back in my hometown. I don't even know if "Houston Chronicle" is a real newspaper agency and if her idendification card was even legitimate...
This is the second time something like this has happened and it's really starting to piss me off. But I'm not a rude person and i try SO FREAKIN HARD TO POLITELY REFUSE BUT THESE PPL ARE EVERYWHERE AND PERSISTENT ASKING FOR MONEY EVERY TIME AND WONT LEAVE ME THE F ALONE AND MAKING ME FEEL GUILTY IF I DONT GIVE THEM ANY MONEY. omg...like seriusly starting to piss me off..im a poor college student myself man. I did feel bad when I couldn't pay 50$ a month to help out one child in japan from the tsunami incident but my electric bill alone is 50-80$...I mean maybe after i graduate college...
Ok and I just wanna end with this..I wrote this while in anger but the main reason why I made this such a big deal is..I can dress up as a "newspaper boy" and go to all the apartments claiming im a newspaper boy and ask them for a tip up front. How in the world am I supposed to identitify they are really who they say they are and not fakes? And also another thing. How do I get these ppl off of me without being rude to them. I mean even to this lady I kept telling her over and over that I don't read the paper but she keeps on insisting constantly that the mail is going to come no matter what and that I need to tip her..wtf...?

Hypothetical ending of conversation. You're not being rude, you're simply ending a conversation which you have nothing more to say in. And giving her your number... mistake. May/may not be able to charge you for anything, but you've certainly opened yourself to the possibility of future spam.

She also gave me a card where I get discounts from a bunch of differnt restaurants called "Subscribers Advantage Read Rewards Card" and I called the houston chronicle to make sure it wasn't a scam and they confirmed that they did indeed have ppl out there to "bother" college students at the beginning of every semester about this -_-

I knew I had a loonie (1 dollar coin) on my desk so I handed it to him. He then proceeded to say "Nice apartment" perfectly clear and walked off.

That might have been an unnecessary amount of caps. If you find yourself in this position again and you find your resistance is less than their persistence, just tell them that you will tip them when they deliver whatever they are offering. Thus you avoid the scam (if it is one) and you can save your 5$ for the time being if it's real.

Jehovah's witnesses don't make house calls in the US, right? They regularly do so in Germany and they can be pretty annoying and persistent in their efforts to convert you, especially when they come during the "early" morning on a weekend. The OP would probably be their best friend, talking to them for hours about the bible and the end of the world;)
On topic: The "compulsory" tip is a strange custom. IIRC, whe once had a longer discussion about tips in restaurants and bars here on TL. Coming from Europe, I am used to tipping someone when satisfied with the service and the products. In Washington, everybody makes me feel guilty when I don't give at least 15% tip. After having made this experience, your story sounds only half as strange. Nevertheless, you should never pay for a service you don't want. The woman had no right to demand any kind of payment. You could have easily just shut the door. But I understand your problem. I find it hard to say NO sometimes as well.

There is no such thing as a compulsory tip for an unsolicited and free-of-charge newspaper delivery service. There is also no reason to let yourself be bullied around by people on your doorstep.
The best strategy in such situations is to be polite and assertive and to remember that you have every right to simply close the door. There is no need to disrespect even uninvited individuals, and there is no need to countenance it if they disrespect you. You will be annoyed at the intrusion; they will call you a douche under their breath as they exit your step; and thirty minutes later neither of you will even remember one another—provided that you calmly terminate the encounter rather than let it grow into increasingly dramatic blossoms of absurdity.
I give it about two instances of "but wait!" and then I hit them with the old "I appreciate you stopping by, but I'm not interested."

You were very nice in actually giving her any money, however, I do think you got scammed based on how persistent she was. You told her that you don't read the paper, and that you did not pay for the service nor would you use it, therefore you shouldn't need to tip, and that should have been the end of it...
As for getting them off your back, there isn't really a way to not be rude in some way, just plainly tell them no, and close the door. You could also have said "I'm sorry but I'm not going to tip you for a service that I'm not going to use", and just end the conversation there. If she, or anyone, becomes more insistent or belligerent about it, they're off the reservation at that point.
Reminds me of phone solicitations, I usually politely interrupt them to tell them I'm not interested and then hang up.

Did you mention that their worker was demanding tips? It probably was her job to do that but it probably wasn't her job to ask for tips. She was probably doing that on her own accord to make a little extra cash.

You just tell her no, I don't want the paper, no you are not getting tips. If she persists you say goodbye and close the door. Obviously she can't force you to tip her, so just tell her no and go about your business. Is she won't leave you alone after you say no your not even being rude by closing the door in her face.

Oh man, I am just like you OP. I can't say no, ever. I always think it's rude to tell people to leave me alone/shut up/not tell me their lifestories on the train etc.

know the feeling, think about it this way though they're being rude by not leaving you alone and keep harrassing you, so just make it quick and close the door, be rude yourself (one could call it self-defense-rudeness ) maybe even become a bit louder sometimes, don't even start to discuss with these people "No" period, done.

People that ask for tips don't deserve one.
In Holland it's more common to not give a tip for everything (only tipping I know of is in restaurants), but I guess in US thats different.
Anyway, I consider it rude to ask for tips, even if you deserve one. She already gets paid by her boss you know.
